AGARTALA: Ten Indian
states, including those in the northeast, will soon get 90 per
cent of the money under externally aided schemes as "grant", and
have to repay only the residual 10 per cent to be treated as
loans, top officials here said.
"The decision was taken recently keeping in mind the
socio-economic condition of 10 special category states,
including the eight northeastern states," Tripura's Forest and
Rural Development Minister Jitendra Chowdhury said.
"All special category states would get extra benefit as they
would have to pay only 10 per cent of the total money under
externally aided schemes. The remaining money would be borne by
the central government," Chowdhury told in an interview.
According to the minister, such states had been getting external
fund assistance in the past for various projects and schemes but
the central government had been insisting on the repayment of
the entire foreign loan burden.
But for centrally sponsored schemes, the 90:10 ratio was already
being applied where the bulk of the approved amount was treated
as grant and only 10 per cent was treated as loans.
Besides the eight northeastern states, the other two states in
the special category are Jammu and Kashmir and Himachal Pradesh.
Some schemes they will benefit from are those okayed by the
Asian Development Bank (ADB) and Japan whose officials have
visited all the states concerned and held a series of
discussions.
"The ADB will invest Rs 9 billion in the state capitals of five
out of the eight northeastern states to boost economic growth,
reduce poverty and develop urban infrastructure," said Agartala
Municipal Council chairperson Sankar Das.
"This would be part of a Rs 10-billion project and the centre
would contribute Rs 1 billion," he said, adding the beneficiary
capitals are Agartala, Aizawl, Kohima, Shillong and Gangtok.
The project aims to develop roads, drainage systems, water
supply facilities, sanitation, solid waste management,
transportation, landslip protection and slum upgrading.
Similarly, Japan has agreed to provide Rs 3.60 billion soft loan
for a major ecological conservation project in Tripura,
officials said.
"The Japan Bank for International Cooperation has agreed to
provide financial assistance to complete the Tripura Forest
Environmental Improvement and Poverty Alleviation Project,"
Chowdhury told.
"The project, to be completed in eight years, would have a
healthy impact on the overall environment," said the forest
minister.
The project is aimed at upgrading the forestland degraded by
shifting cultivation to be an ecologically and commercially
productive forest, Chowdhury said. It would also help in
improving the quality of life in the tribal-dominated areas, he
added.
The tribal people in the hilly terrain of Tripura have for
generations been carrying out the traditional slash-and-burn
method of cultivation, (locally called 'Jhum' cultivation) which
has resulted in degradation of forestland.
Some 55,049 tribal families are involved in this primitive form
of cultivation covering a forest area of about 40,000 hectares
in this northeastern state. |
